Building A Preparedness Plan
Planning For The Unexpected

The foundation for all preparedness is a plan. The following offers suggestions for development of a plan that addresses many of the considerations that are fundamental to the planning process.  We've done our best to start you on the path for self reliance.
 
Whether planning for your family, business or school there are two major questions that must be answered when faced with a natural or man made disaster.  Answers for both questions require independent plans.  The questions are:
 
1.  Should We Stay? (Shelter In Place)
2.  Should We Go?    (Evacuate)
 
Before answering those questions you must consider the risks associated with each decision.  There are pros and cons to choosing both.  The following outlines just a few of the questions you should ask before making a decision:  
  • Is your current shelter/residence certain to be destroyed/compromised?
  • Are the roadways along your evacuation route clear, e.g. avoid flooding roads, watch for damaged or washed out bridges and avoid traveling through highly congested areas?
  • Is there civil unrest and do you have the means and training to protect you/your family?
  • Is your transportation secure, e.g. do you have enough fuel, is the vehicle mechanically sound, do you have spare parts etc?
  • If you must travel on foot can you manage physically?
  • Does the  natural or mand made disaster sit between your current location and destination?
  • Are there chemical/radiological plumes?
  • Are there vulnerabilities from weather extremes, e.g. hot or cold?
  • Is there a government order to evacuate?
  • Is your destination equally or better equipped to sustain you over your present location, e.g. New Orleans Superdome?
All of the above should be considered before choosing to STAY or GO.  Once you have made a decision you should activate your plan.  Each plan should include the following core components:

 Communications Plan Contents:

  • Communication Equipment:  Mulit Tiers, e.g. Cel Phone, HF/VHF Radio, Satellite Phone
  • Contact Lists:  Friends, Family, Stakeholders
  • Protocols:  Who to call and when?

Sheltering Plan Contents:

  • Food and Storage:  Consisting of Freeze Dried, Dehydrated or Bulk Foods.  Ensure a minimum of 2000 calories per person per day.
  • Water and Storage:  Water barrels or filtration to support a minimum of  one gallon per person per day.
  • Shelter Containment:  Secure your shelter from airborne, biological, chemical, radiological contaminants and physical breach.
  • Sanitation:  Plan for physiological, kitchen and other waste.
  • Hygiene:  Include personal hygiene kits and enough water for hygiene purposes.
  • Medical:  Plan for oral, topical or other prescriptions including kits and training.
  • Power:  Multi tiers, e.g. Generator, Solar, Wind, Propane etc.
  • Tools: Gas Shut Off Tool, Bung Wrench etc.
  • Heat:  Clothes, Sleeping Gear, Direct/Indirect Sources
  • Security:  Plan - Resources, Equipment, Surveillance, Personal & Physical
  • Pets:  Food, Water, Waste, Containment
  • Children/Infants:  Special foods/formula, entertainment etc.
  • Disabilities:  Special Needs, Physical/Mental Equipment & Support Plan
  • Reference Materials
Evacuation Plan
  • Communications Plan:  Same as above
  • Hazards Plan:  What do do before, during and after natural and man made disasters
  • Meeting Points:  Choose a Primary and Secondary
  • Evacuation Routes/Maps: Choose a Primary and Secondary
  • Evacuation via Transportation:  Ensure you have a safe/sound vehicle, clear routes, enough fuel and space.
  • Evacuation on Foot:  Plan for proper clothing, shoes, conditioning and transport assistance, e.g. bike, game cart etc.
  • Destination:  Select a primary and secondary that has the equivalent levels of self reliant support and equipment.
  • Grab & Go Equipment/Supplies
